In theory, could a werewolf learn to control individual parts of their transformation? Like if they wanted to turn their hands into big fuzzy paws by themselves, could they do that? 

or is it like being a super saiyain where you transform all the way

For that matter you could do a thing where it goes both ways, and a werewolf has to learn to control their transformation to get individual parts in one state while the rest remains unchanged.
